Excessive promotion to economic development since the Industrial Revolution led to rapid aggravation of environmental pollution. Today like this environmental matter is combined with the politics, the economy, the society, the diplomatic and various causes, which is complicated. Like this the international interest regarding with environmental pollution was augmented, and the regulation of the government against environment section was appeared to grope of the method. Hereupon there is a possibility of trying to share with two branches of direct regulation and economic luring system of the government. the former is in market failure fundamental one government center attention and the latter is a position of the market center attention which is based to the government failure, and in like this position reduces an environmental pollution is direct regulation and an economic luring system of the government With this same domestic and outside regarding a environmental matter increases to follow, recently environment policy of the government for an environmental matter solution became the national policy which 21 century is important, and in that the environment regulation portion for reduces the environmental pollution will be to the focus location. Consequently, this paper investigated in order to increase the effective characteristic of environment regulation regarding the problem point and development of environment regulation policy.
