Trade balance was the most frustrating problem for the Imperial Maritime Customs inspectors of modern China. Enormous trade deficits were recorded during the last 19th century. Starting in 1904, in the attempt to solve this problem, statistical modification was adopted in the calculation of values of imported and exported goods. But statistical modification was not enough to solve that problem because the Imperial Maritime Customs could not control the entire trade throughout China. Domestic trade via Hongkong was treated as foreign trade and Junk trade between the Chinese treaty ports and Hong Kong was not included in the Imperial Maritime Customs’ statistical tables. How can we estimate the amount of trade out of control?To solve this problem I need to reorganize the statistical data presented by the Imperial Maritime Customs. To do this, I chose Returns of Trade for the year 1888. In my work, I adopted the concept of the macro-regional system presented by William Skinner in his presidential address in 1985. Modern Chinese treaty ports have been the entrepôt of macro regions, so I grouped the treaty ports into the macro regions and sumed up the values of import and export trade.
