At the initial reign of King Munmu(文武王), the political power's restructure was characterized by the power expansion through the active attraction of former Baekche's surrenders. On the other hand, they removed the power of the aristocratic associations like Jinju and Jinheum(眞欽). The power of the royal authorities started to take an initiative gradually in the adverse relation of political powers through the campaigns with Baekche(百濟). The power of the royal authorities devised to expand their socio-economic basement as well as to remove the power of the aristocratic associations through the war. In the 8th year, King Munmu promoted his political initiatives against the power of the aristocratic associations to appoint the prince Jigyeong (智鏡) to Jungsi(中侍). There was a conflict regarding the establishment of Ungjin-Dodokbu(熊津都督府) between Silla and Tang from the 3rd to 5th year of King Munmu's regime, but this matter wasn't developed to a war because of the common interests in the campaign with Koguryo(高句麗), and it could not be an independent variance for the outbreak of a war. But these accumulated conflicts and the internal political power's intrigues regarding Ungjin-Dodokbu caused the war between Silla and Tang.
