This study sought to respond effectively to the growing demand for lifelong learning in Gyeonggi-do. Now people study to satisfy their intellectual curiosity or to acquire the necessary knowledge, rather than learning only for admission and employment. The scale of online lifelong learning in Gyeonggi-do has grown to 660,000 people since its opening in late October 2016. With the explosion of knowledge and information on the internet, residents can improve their lives by learning what they want. In particular, the aging of highly educated retirees is increasing the demand for pure learning, rather than vocational means.
Lifelong learning policies should be designed to recognize opportunities for choosing and participating in learning. It is difficult to plan topics and content and continue recruiting learners. Online learning is efficient, but difficult to communicate, so it must be designed to complete learning in a specific place. Even if the quality of the content is improved, it is difficult to expect the learning effect more than getting the information. GSEEK must re-establish its identity as a starting point rather than completing lifelong learning. The advantage of an online platform is that it can efficiently navigate learning programs and match learning demand and supply. Local governments should support people to choose learning topics and, if necessary, to plan and evaluate themselves. Gyeonggi-do should aim as a regional learning community where local residents can freely lead learning and ultimately continue and expand learning without local government support.
