This study intends to derive what factors help to remove the abandoned housings, considering environment of the surrounding areas, individual building characteristics, and policy characteristics. In particular, this study analyzes the effects of project type on abandoned house in urban areas by using binomial logit model, and derives policy implications.
The results of this study can be summarized into three points. First, abandoned housings are heavily concentrate on declined areas where the number of population, households, and houses have been reduced, and the proportion of elderly people or old houses were high.
Second, the abandoned houses surrounded by good neighborhood/development environment are more likely to be rebuilt than other abandoned houses.
Third, the type of development project in reducing abandoned houses is also crucial. Apartment housing project accompanied by demolition of old houses is more effective in eliminating the abandoned houses than self-help approach.
Based on above findings, this study derives the following policy implications: First, as a first step for the effective policy for abandoned housing, more continuous and reliable statistics is required. In addition, survey data should also be improved by standardizing survey format.
Second, through the revision of the relevant law, the government should improve measures for the maintenance of abandoned housing, and prevent additional abandoned houses in institutional manner, such as levying taxes on abandoned houses.
Third, the self-help approach by local people, such as urban renewal New Deal projects, will become major type of urban project in the future. Therefore, it is necessary to revise higher level of plans by introducing mandatory evaluation items related to abandoned housings to promote local self-help projects.
