D. D. Pokotilov, the Head of Sino-Russian Bank, was sent to Korea as an agent for Russian Treasury Department's project on economy survey of Korea and Manchuria. In 1895, Pokotilov reported Korea's economic situation based on his research. Then, in 1896, he visited Seoul in order to directly survey the financial situation. In the following year of 1897, he continued his attention to Korea's economic condition in Beijing. On the same year, Russian Treasury Minister Sergei Yulyevich Witte appointed Pokotilov as a secret commercial agent stationed in Beijing. Afterwards, Witte newly established a new system which sends commercial agents to not only Far East but also Europe and America in 1900. Pokotilov performed an extensive research on financial and trade information oh Korea in both Seoul and Beijing, based on the guidelines provided by the Treasury Department. As a result, Russian Treasury Department could finish Korea Report by including Korea's external trade statistics since 1894, which was from the report by Pokotilov. After Pokotilov's return, the loan negotiation between Korea and Russia was temporarily initiated. However, after signing Tokyo Protocol in 1898, Russian Treasury adhered to its stance that it is impossible to continue the negotiation with Korea. Russia's economic relations with Korea was planned by the Russian Treasury, and prepared by Pokotilov through his though investigation on Korea's economy, including financial status, and trade. Russia Treasury's policy toward Korea diverged from the signing of Tokyo Protocol on April, 1898. Before the signing, Russia was active in economic transactions with Korea by surveys and loan negotiation around King's exile to Russian Embassy in 1896. However, the policy became more passive by focusing on Manchuria, instead of Korea, after the Protocol in 1898.
