The refugee problem of the 21st century is being challenged by a sovereign system based on the three requirements of territory, people, and government, or referred to as the crisis of the sovereign system. It is also a refugee issue that includes arguments that contest the legitimacy of artificially delimited borders by the Western imperialist powers and is challenging the Westphalian system based on strict border control. In Japan, the number of people who can legally recognize refugees is limited to dozens each year, but the number of applicants for refugees has surged to over 10,000. The problem surrounding refugees in Japan is a response strategy to the fact that the number of refugee applicants is soaring in Korea even though the number of people is too small even on international standards. The refugee problem in Japan is perceived as not being included in human security. So, in Japan's refugee policy, the word "human security" does not appear. For example, on the Ministry of Foreign Affairs homepage, there is posted an article on refugee problems and Japan in parallel with human security as part of foreign policy. However, if we look at the policies against Japan's refugee problems, we will not be aware of human security.
