This study was about the effect of the social enterprise CEO"s competency on the organization"s high commitment HRM. The sample was public data targeting companies participating in the Social Performance Incentive (SPC), and the number of samples was 196. The empirical analysis was performed using SPSS 22.0 and SmartPLS 3.3.9. As a result of the study, the innovation, social problem solving ability, and social value orientation of social enterprise CEOs had a positive effect on highly commitment HRM, and social value orientation played a mediating role. Regardless of the size of the organization, the higher the innovation, the higher the social value orientation, and the higher the social problem solving ability, the more HHRM was pursued. However, in companies with less than 10 employees, the CEO"s high ability to solve social problems did not mean that they were oriented to social values, and they were not pursuing HHRM just because they were oriented to social values. As social enterprises in Korea tended to depend on government support, the smaller the organization, the more likely it was to be small, which may affect the organization"s HR system. The limitation of this study was that it was limited to social enterprises that had received SPC support, and if additional research is conducted on social enterprises that do not receive SPC support and general enterprises that pursue social values in the future, the generalization of the study may be further expanded. I think there will be.
