Nazarbayev, the former president of Kazakhstan, strengthened the individual authoritarian system through constitutional amendments during his tenure. Starting with the constitutional amendment in 2017, he institutionally prepared a series of power succession methods in order to prevent uncertainty and internal conflict caused by a sudden leadership change as he grew older and to permanently promote the political survival of himself and the elites around him. His efforts have allowed Nazarbayev to remain in power after resigning in 2019. However, due to unrest in Kazakhstan in 2022, Nazarbayev and his political elite lose their power. Since then President Tokayev has implemented a constitutional amendment for political and economic reform through a referendum. The purpose of this study is to analyze the main contents and characteristics of Kazakhstan"s constitutional amendment in 2022. In that the Constitution is the basic law and the highest norm of a country, analyzing the Constitution not only allows us to understand the power structure of the country but also what the country is aiming for. In particular, considering that even Nazarbayev legally established a personal authoritarian system under the rule of law through a constitutional amendment, studying the 2022 constitutional amendment could contribute to analyzing the nature and characteristics of Kazakhstan led by Tokayev. This study will be helpful for Korean companies and the government to establish entry and response strategies in that Kazakhstan is rapidly emerging as an alternative market and export route to Russia due to the war in Ukraine, and Korean companies are increasing their entry into Kazakhstan.
