The growth of Small-Medium sized enterprises (SMEs) is not only a driving force for national economic development but also, a source of local economic growth and job creation, and is known to play an important economic and social role within a city. Particularly, the importance of innovative SMEs that pursue innovative activities with the aim of notable growth among SMEs has been emphasized more. These innovative SMEs generate high profits; however they inevitably face simultaneous high risks. Innovative SMEs show a unique tendency to choose a location differently from general SMEs for creative production activities while reducing high risks from uncertainty. There has been relatively little interest in the distribution of innovative SMEs within a city by the industrial sector. This study fills the gap in existing research by providing whether the distribution pattern of geographical locations by the industrial sector in Seoul matches the location pattern of existing industries at the micro-geographic level and how the external effect of agglomeration affects location selection. In addition, the results of this study contribute to suggesting implications for the effectiveness of existing industrial complexes in the location of innovative SMEs.
