Recently there has been the biggest flood in Imjin river basin. During the unexpected 2020 flood, the South Korea could not get any real time hydrologic information such as dam outflow, surface elevation of the river, precipitation from the North Korea.
This study is to seek for cooperative use and management of Imjin river between the South and North Korea. The flow rate of Imjin river from the North Korea has greatly affected the southern part of the river. In 2009, 6 people were drowned to death because of suddenly increased water. The accident was happened, since the dam of the North Korea opened its gates without notifying to the South Korea. There have been more property damages that are mostly caused by the same reason.
A hydraulic model, HEC-RAS, was applied to simulate the 2020 flood event. The simulation results showed that surface elevations exceeded design flood elevations in most positions of the river. Assuming two new detention ponds constructed in Imjin river basin, surface elevations were shown to be lowered than the previous in computer simulations.
Since the relation between the South and North Korea is not good at the moment, it is not easy to ask cooperation to the North Korea for the sake of southern people in case of flood. However, considering the climate crisis, it needs to ask hydrologic information to the North Korea.
Because Imjin river basin could be very important if the relation gets better, an integrated water management plan should be established. Water use, flood management, water ecology and land use should be treated altogether. Imjin river basin governance, consisting public officials, experts, and residents, should be operated to make Imjin river basin an exemplary case.
