The purpose of this study is to compare and analyze the cases of advanced countries in sport public diplomacy (SPD), in terms of the governance and operation of the system and the utility of contents, to draw lessons for Korea’s sport public diplomacy. In-depth case studies of the United States, Switzerland, Australia, and Japan were designed to observe respective SPD practice in connection to foreign policy goals, target-oriented content use, and utility of the diplomatic missions, as well as policy effectiveness through policy lab. The common feature among these cases is that they utilized sports as a public diplomacy tool to promote national strategy and foreign policy. Sports were used as a medium for communication and exchange and mechanism for enhancing positive image or state influence. Sports development was supported for the diplomatic use of values of sports such as peace, development, health and well-being of the people. They also have a harmonious governance system that collaborates the works of Ministry of Foreign Affairs, private sectors, academia, and funding bodies as a SPD platform and a tailor-made content strategy that can fill in the need and preference of different countries. As policy recommendations, Korea needs an established SPD platform that can implement strategic sport public diplomacy plan. In cooperation with diplomatic missions abroad, Korea also needs to devise a differentiated strategy for a target state through tailored messages, delivery methods, and choice of mediums according to diplomatic goals. With right sport public diplomacy governance and content strategy, Korea can maximize the use of its sport diplomacy resources, thus improve its image and status in the international stage.
