This study explores the impact of individual competence on organizational performance, focusing on the mediating role of organizational competence and the moderating role of self-efficacy. The research was conducted with rural development officers in Panay Island, the Philippines, aiming to provide insights into the complex relationships between individual competence, organizational competence, and organizational performance within a development context. Key findings reveal that knowledge competence significantly influences organizational performance, while skill competence does not have a notable effect. Organizational competence, specifically absorptive and adaptive competencies, mediates the relationship between individual competence and organizational performance. Additionally, self-efficacy moderates the relationship between individual competence and organizational competence, strengthening the impact of both skill and knowledge competencies on organizational performance. This study contributes to the literature by integrating individual and organizational factors within the framework of capacity development. It provides practical implications for international development cooperation programs, suggesting that enhancing both individual and organizational competencies can lead to improved organizational performance. The findings also underscore the importance of self-efficacy in maximizing the effectiveness of individual competence within organizations.
