Purpose: This study conducts topic modeling and network analysis of the minutes from the 21st National Assembly Committee on Culture, Sports, and Tourism to identify and compare the overall content of physical education bills and policies across different administrations.
Method: The data processing for this study was conducted as follows. First, as the data utilized were the meeting minutes of the Committee on Culture, Sports, and Tourism, preprocessing was performed to eliminate any information unrelated to physical education. Second, word frequency and TF-IDF analyses were conducted to extract the most frequently occurring terms and keywords. Additionally, CONCOR and LDA topic modeling analyses, based on semantic linkage network analysis, were employed to derive clusters of words that share similarities with the core keywords.
Results: The findings of this study are as follows: 1) Frequency analysis indicated that the top three keywords for the Moon and Yoon administrations were physical education (4617), gymnasium (4307), and business (3559), and for the Yoon administration were gymnasium (3438), physical education (3143), and business (3054). 2) According to CONCOR analysis, the clusters of the Moon administration were designated ‘Sports Industry and Public Policy’ and ‘Community-based Sports Industry Policy.’ The clusters of the Yoon administration were designated ‘Integrated Sports Welfare and Regional Policy’ and ‘Sports Industry and Public Goods Policy.’
Conclusion: In conclusion, this study reveals that prior research has primarily focused on the inaugural speeches and press releases of the Minister of Culture, Sports, and Tourism, highlighting a gap in the literature regarding the data from the Committee on Culture, Sports, and Tourism. Consequently, this study employs topic modeling and network analysis to investigate the progression of sports legislation and the trajectory of sports industry policy.
