The Okcheon region in North Chungcheong Province boasts the largest production and distribution of fruit tree and flower seedlings in the country. Okcheon's seedling industry grew based on technology introduced from Japan in the 1930s and the region's natural natural conditions. Until recently, the seedling industry in Okcheon has grown steadily, centered on individual farms and groups, to the point where one farm has a company that records annual sales of more than 10 billion won. However, no research has been conducted on Okcheon's seedling industry at the level of regional development, so its growth process and reality are not accurately and objectively known. While this paper attempts to solve these problems, it will examine the processes of how the seedling industry has grown overall in Okcheon and analyse the ways of resource management and orchestration using a popular resource management theory, i.e., ‘resource orchestration theory’. The papers finally will draw some theoretical and policy issues and suggest some solutions necessary for the long-term development of the Okcheon’s seedling industry.
