In the late 1930s, Japan's metropolitan urban planning theory was introduced to Korea. This theory functioned as a logic of mobilization for war efforts, aligning with Japan's aggressive military expansion. During this period, the development of the Kyeong-In(京仁) region, which was located along Japan’s continental invasion route, emerged as a critical issue.
Against this backdrop, the Kyeong-In Urban Planning(京仁市街地計劃) was decided in 1939, beginning with the development of the Bupyeong(富平) area, where key munitions factories were located. However, as the war situation worsened, the Kyeong-In Urban Planning did not progress as initially planned.
Nevertheless, it presented a vision for the future transformation of the region.
In 1944, the Government-General of Korea announced a revised version of the Kyeong-In Urban Planning. This revision included large-scale residential development in the Sosa(素砂) area and a proposed expressway connecting Kyeongseong(Seoul) and Incheon. The plan for Sosa envisioned it as a satellite city of Kyeongseong.
In the early 20th century, with the opening of the Kyeong-In Railway(京仁線), the Sosa area developed into a suburban agricultural zone near a major city. An urban settlement formed around Sosa Station, and the food processing industry, based on agricultural products, flourished. From the late 1930s, the population grew explosively, a trend that continued even after Korea’s liberation.
The elevation of Bucheon(富川) to city status in 1973 marked the birth of the metropolitan area, a transformation that had already been anticipated since the late 1930s.
