Researchers studying the Chosun Survey project of Land-ownership which was conducted by the Japanese imperial authorities, have heen evaluating thls project for a long time and either chose to consider it to be an event which established a modern land-ownership system, or chose to blame it that it paved the way for japanese authorities' indiscriminate plundering of colonized Chosun's resources.
In this article, discussions and debates which appeared, ended or continued far the past several decades regarding the nature of this project are examined in periodic order. And other issues regarding the subject that should be examined yet never had been actually considered are suggested for examination as well.
During the 1930s there had been a debate over the nature of agricultural communities. Since the 1960s the so-called 'Internal Development' theory has been suggested along with a series of studies dealing with the Japanese plundering cf Korean resources. Then in the mid-1980s more practical researches began to be announced, and the so-called 'Colony Modernization' theory went through same re-evaluations.
In all these debates, several important issues were tackled with and discussed. These issues are as follows: ① The preparations made for the project by the Japanese authorities, and several principles laid out by them regarding actual survey efforts, ② The changes made to the traditional registering methods while the establishment of a modernized land-ownership system was being attempted, ③ The actual survey procedures of the status of land-ownership, and the matter of the registration system, and ④ The Japanese authorities' monetary plans, and the matter of whether there was actually a development of a modernized taxation system in progress or not.
And as said earlier, several suggestions by this researcher are also made in this aIticle. First, the issue of whether the principle laid out for the survey project was based upon a 'Reporting system' or not, was examined. After a careful examination of the revision process of the 1913's 'Toji Shingo Shimdeuk Register' ('Register of reported land-ownership status'), it came to this researcher's attention that this documentation, which seems to have been used in verifying the owner of certain lands and validating the ownership, was more of a list of land tax from regions surveyed by the authorities, than a register of 'reported' cases of land-ownership status. So in this article this researcher suggested that the principle for the survey task shouId be titled as a 'Researching system' than a 'Reporting system'.
Another efforts of this researcher included examining the boundary and nature of the 'new' land-ownerships which were newly established by the survey project, and the relativity between the Japanese authorities' survey project and the Daehan Empire's own ownership-related survey plans as weIl. In the process, the traditional approach of researchers using the Empire's efforts as an example In 'validating' the 'Internal Development' theory was criticized.
Studies of the establishment process of a modern land-ownership system wiII eventually contribute in today's completion of those several ill-fated theories regarding land-ownership reformation plans which did not succeed during those transitional periods. And they will hopefully pave the way far the advent of a more ideal social structure, "where the agricultural workforce will receive more attention and support.
