One of the major trends observed within the recent welfare state is the
expansion of the welfare pluralism or the welfare mix. Evaluating this trend, Neil Gilbert, a prominent scholar in the welfare studies in the United States, argues that it means the transition of the basis of welfare right from the citizenship as meant by T. H. Marshall to the membership as meant by Emile Durkheim.
The aim of this essay is to point out the problems with the Durkheimian interpretation of Neil Gilbert on the major trend, as well as to describe the
future of the welfare state. To do this, this article tries to reinterpret the expansion of the welfare pluralism. The main arguments of this article is as follows:
Firstly, theoretically, Gilbert misunderstands the concept of occupational
association of Durkheim, and his interpretation of the recent change in the welfare state stems from this misunderstanding. Secondly, the expansion of the welfare pluralism will not lead to the dominance of the non-profit voluntacy organizations in the welfare mix, because the lion's share of the benefits from the privatization of welfare provision will go to the profit-seeking firms. Thirdly, the expansion of the welfare pluralism is an index for the
welfare state's reaching to the growth limit, and the partial privatization of welfare provision would not make a fundamental change in the existing Keynesian welfare state.
