The purpose of this paper is to review the meaning of the propagation and popularity in <Bohyunsiwonga(普賢十願歌)>. And for this, we will discuss 9th <Hangsoonjoongsaengga(恒順衆生歌)>- a poem about the relationship between the poetic ego and the masses. <Hangsoonjoongsaengga(恒順衆生歌)> didn't point to the reading public as an object of propagation. Instead, it presented an attitude of the poetic ego, clergy. Line 1-4: There are paradoxical statements that reflect the author KyoonYeo(均如)'s view. According to it, we need not draw a sharp line between precedence and subordinate, without mentioning the original text and expedient poetry . Line 5-8: Considering the flow of politic and ideology in history, we grasped the meaning of the declaration "Share the fate with mankind". And It can be valued a religious vow that has more sympathy because of its pragmatic background. Line 9-10: The lines suggests a conclusion that attainment of Nirvana by an expedient is hardly inferior to others. The course of the Chinese translation by Choi Haenggui (崔行歸) IS recurrencing author's product to original text, foil wing the changing desire of contemporary. In a word, the political perspective of <Bohyunsiwonga(普賢十願歌)> is a conflict between the Royalists and the Anti-Royalists. But it includes the critical situation of 華嚴宗 faced with the challenge of 法相
宗, and 禪宗, as well as a feud of cliques. So to speak, the clergy formed an association to break through the crisis on one side, they "share the fate with mankind" 10 obtain the popular support to the royal authority and 華嚴宗
