With the ocean period of 21st century coming over, many countries have transmuted their inland-centered policies and ocean-sacrified theories into the reasonable policies for the preservation of the ocean circumstances and resources and for the maximizing use of their transport routes.
By doing so, they are also trying to build a powerful ocean nation.
Korea has centered its effort to the expansion of the harbor facilities, but has neglected the effective management of harbors.
Accordingly, to cope with the ever-changing policies for harbors actively and positively home and abroad, Korea should reestablish the harbor management policies, develop the harbors suitable for the third generation and raise the harbor functions.
Especially, through the betterment of the harbor management systems, the labor supply systems of harbors and the full equipment of the harbor circumstances, Korea should establish the most effective management systems of harbors.
By doing so, they are also trying to build a powerful ocean nation.
