In modern society, various types of massive crises including natural disasters and calamities are taking place without distinction world wide in conjunction with characteristics of post modernism. To prevent these kinds of disasters and calamities from taking place, each nation has been implementing its unique crisis management system and not only Korea but all the nations take high interest in the national crisis management systems. However, In spite of this crisis management system in place, the natural disasters and calamities are continuously taking place in the world. The 9.11 incident was an example of unexpected calamities caused by military tension. In this study, as the first step, I tried to verify appropriateness of transformation to the Comprehensive Crisis Management System that is considered as the most remarkable new crisis management system for effective control of various types of disasters and calamities in advanced nations. I will focus on operational machinism of the advanced nations' crisis management system. As the second step, I will positively examine what kinds of political tools and policies are required for the transformation if transformation to the Comprehensive Crisis Management System is appropriate.
Especially, I will try to find out what kind of crisis management system is required under the unique circumstance in Korea by analysing what kinds of crisis management trends are considered as the important matters among the experts utilizing Analytic Hierarchy Process (AHP). The final goal of this study is to provide steering for the crisis management policy in Korea by recommending the most reasonable system for crisis management among the currently discussed crisis management systems in Korea that are categorized into Decntralized Crisis Management System, Leader Oriented Crisis Management System, and Comprehensive Crisis Management System.
