For 2007 new curriculum to be successfully applied, it is necessary to develop the reading materials that reflect well secondary school students' cultures and concerns, making up for the weak points of the CLT- based textbooks.
To meet such requirement, this study aimed to develop Japanese reading materials on the basis of 2007 curriculum. To make it successful, this study examined 2007 curriculum, the theoretical approaches to reading, and the learners' preparation in advance.
The reading materials developed in this study are for the students-initiated learning program. They were designed for the learners to explore various types of reading material for themselves. They were supposed to solve all the problems in the given texts with no help from outside. These materials can be also used as reading texts as well as supplements for vocabulary and grammar teaching materials in schools.
The materials of this study are expected to meaningfully contribute to the effective application of 2007 curriculum to schools, the improvement of education on the basis of students' learning ability and preparation, the encouragement of students-initiated learning, the lessening of private education expense, and the successful implementation of public education as well.
