This study interrogates whether structural problems which the Korean broadcasting industry had been facing can be solved through proposing better regulations and improving policies. Other than official barriers such as laws and regulations, unofficial barriers such as social norms and internal practices in broadcasting industry possibly have tremendous impact on each individual's behavior in the field. Consequently, it is important to investigate the unfold ways of organizational practices in order to predict if particular legal regulation or deregulation and the policies on broadcasting can be successfully applied in Korea. In this sense, this study introduces the concept of "institutionalism" , which includes organizational behavior norms. That is, in Korea, the changes in laws and policies had not necessarily brought up the parallel changes in each individual broadcaster's attitude and behavior in terms of improvement in broadcasting environment.
Based on this, this study limits the time frame from the Fifth Republic to the Civil Government. This period can be characterized as the radical shift in terms of Korean poiltical system which witnessed the military-based authoritarianism had been replaced by civil society-based democratic government. Simultaneously, the revised broadcasting law enabled the ownership system to shift from government-monopoly to the coexistence of the government owned and the private owned ones. This period also has another significance in that the series of changes in the official regulation on broadcasting have failed to bring up parallel changes in the practical sense. This study asks; what are the characteristics of behavioral path in broadcasting organizations in Korea?; and are the characteristics found in the first question successfully applied in the co-existence era of government owned and private owned broadcastings. To answer these questions, this study adopts two qualitative research methods: historical literature review and in-depth interviews with those in broadcasting industry.
This study found that the homogeneity and centralization which had been formed in the government monopoly era still have major influences thereafter. Homogeneity has been formed in the course of the interactions between the political power groups and broadcasting management groups. In addition, the absence of the practical broadcasting training in academia necessarily led broadcasting industry to hire people through written tests and interviews rather than the tests of practical ability required in the field. As a result, personal connections formed around the certain schools (universities) played an important role in recruiting news personnel. This trend had been extended to the post-government monopoly era to lead broadcasting company managers who wish to control uncertainties heavily to rely on maintaining homogeneity rather than enhancing technical efficiencies. Due to the establishment of controlling devices and homogeneity formed around "the isomorphism" as inner norms and behavioral path, the political advancement into a democratic system and official changes in legal restriction have failed to produce parallel changes in the institution level.
This study attempts to provide a practical explanation on the structures of Korean broadcasting industry by adopting the New Institutionalism which views the behavioral norms in unofficial level as a part of the institution as a whole. Particularly, it is significant to provide a theoretical basis for discussing the structural changes in the Korean broadcasting industry by showing that institutional change in a historical context is hard to apply in explaining the practical level of problems. Yet, it is still required to investigate how the institutional changes occur in the process of the interaction between the official norms and unofficial norms.
