This study was designed to discuss the resident voting system that was directed to expand direct pariticipation of residents in policy-making and improve efficiency of policy-decision under the local self-governing system. For the purpose, this study introduced general charactersitics of the resident voting system such as necessity, types, functions and limits of the resident voting system, and carried a case study on the management to find problems and examine the bill of the resident voting system to be introduced. Based on the results, it suggested preconditions required to establish the voting system that will contribute to the promotion of residents' participation. As a result, it was concluded that for successful introduction of the resident voting system, residents should have mature minds about public issues to be discussed. And more opportunities of discussion should be expanded, and healthy citizen groups should be activated. The government should provide a clear administration through opening information to the public, which lead them to have more information about local government. That is to say, it is more important to create such conditions beyond the enactment of law.
