Aging of pupulation, which refers to the increasing proportion of adults entering old age, is expected to continue through the development of medicine, sanitation and nutrition. Now the expectation of life in Korean is becoming about 73 years(masculine 71 years, feminine 77 years). Population aging challenges the existing social structure in consequence of the simplication of family size(nuclear family), the increase of women's employment and the increased social mobility, and becomes one of the most important social issues. Today, the most severe problem that the elderly confront may be the economical poverty due to the loss of income. In addition, the elderly has degraded the rolelessness resulting from disengaging the job in society and changing their position in family and brought about some problems such as social psychological adaption and health. Despite of this situation, the welfare policy for the elderly in Korean society just has yet overly been relying upon the private support, as it were, the support by family, not the public support. Therefore, in this paper, I want to emphasize the govermnent's responsibility for the basic need of the elderly(especially material need) and the familial satisfying the elder's needs for emotional tie in alleviating the instability of life for the elderly.
