The political transition of power from the regime of the white minority to the black majority 10 years ago in South Africa after a long struggle against apartheid was recorded as a historical event by itself. In the meantime, the new democratic government inherited an economy in deep structural crisis, trapped in a low-growth equilibrium and international economic isolation due to the notorious racial discrimination policy of the white minority regime. The apartheid system had caused extreme inequality in the distribution of income and wealth beyond the level expected in a country at South Africa's level of development.
Since 1994, the government has implemented various economic and social policy reform programs to transform the economy, especially focusing on dismantling the legacy of apartheid, which systematically restricted the majority of South Africans from participation in the economy.
In the past 10 years since 1994, the South African economy has undergone profound restructuring. Those reform programs have been successful in that there has been reduced fiscal deficit and stabilized inflation as well as improved, yet unsatisfactory, economic growth, providing a platform for economic development.
In addition, South Africa's economy has become increasingly integrated into global markets following the democratic transition in 1994. Accession to the WTO and free trade agreements with the ED and SADe nations are expected to collectively mark the growing contribution of trade to the prospects of the economy.
While in many cases successful, it is clear that these policy reforms did not remove major constraints to sustained economic growth and job creation. The most pressing problems facing South Africa today include crime, a shortage of skilled labor and AIDS. Overcoming these problems will be essential for reducing poverty and improve living conditions.
South Africa's economy will not improve unless structural reform programs are instituted to remove severe structural constraints on economic activities. In short, much of South Africa's future will depend on its ability to overcome structural obstacles in the future.
