With an increase in the trade between North and South Korea, some issues have recently emerged which include the legal status of North-South Korea trade in the WTO system, the rules of origin, the import of the goods disguised as articles made in North Korea, and the export of the strategic items. These implies, customs cooperation between North and South Korea comes to be of essential importance.
As a scheme for customs cooperation in the perspective of new institutionalism, this study suggests customs cooperation institutionalization model and governance conception. To put it concretely, the suggestion comprises the improvement of rules of origin, the securing of relevant bureau and manpower, and the setting-up of North-South Korea customs committee in the phase of institutional design. Moreover, it proposes the simplification of customs procedure, the introduction of advanced monitoring system and the establishment of cooperative arrangements among the interested in the phase of institutional implementation.
The institutionalization path of North-South Korea customs cooperation is open to various ways. However, the realistic path, considering that North Korea is much constrained in the centrally managed economic system, is supposed to be unfolded piecemeal and gradual rather than comprehensive and fast.
