Although the trade between North and South Korea has been increased, some issues have recently emerged which include the legal status, the rules of origin, the import of disguised goods, and the export a strategic materials, etc. These implies that a role of customs service is very important. Hence, a study on customs cooperation and development of customs system between North and South Korea is needed.
To achieve such research goals, this study analyzed some problems in trade between North and South Korea focused on customs procedures and legal issues, case study of Germany. The following is the main issues that analyzed in this study.
First, the authorities concerned are collaborated and unified which customs services oriented to support inter-Korea trade. Second, complicated customs clearance procedures in inter-Korea trade are simplified and many issues in related to trade regulation, clearance system, customs facilities are improved. Third, strategic materials that strictly controlled by advanced countries must be solved through negotiation and collaboration with those countries.
