The official stipend(祿俸 : Nok-bong) was a material recompense which had been paid for one’s official duties as a bureaucrat. The compensation for bureaucrats was established in two ways. One was to supply a piece of land from which the bureaucrats can collect taxes, the other was to distribute the goods regularly as an official stipend.
The official stipend was formed through loyalty between the King and his retainers, considered as granted from Heaven. Because a standpoint on an official stipend was in antagonism between the King and his retainers, the process of receiving it had to pass through very strict procedures. It meant more preferential treatment for a bureaucrat than a salary(月俸) or a fee(散料), and was similar to privileges of his post. Therefore, a high official could take an official stipend even without counting working days.
The official stipend had such compositive value, providing its financial resources was very important. The Kory?(高麗)’s financial situation could not afford it, thus resulting in the collapse of the dynasty. Therefore, new dynasty Chos?n(朝鮮) had to prepare for financial resources for the official stipend, and put the revision of the system in motion.
The amount of an official stipend which was regulated by the King Sejong had been handed down in Ky ngguk taej n(經國大典 : Great code for governing the state). Converting each item into unpolished rice, based on the data that related to price of commodity, must be helpful to figure out the bureaucrat's income more concretely. The first grade bureaucrat took about 122.5 rice bag (about 33 ton) on average. That can feed about 34 men's capacity for eating on average per year. The lowest rank, 18 grade bureaucrat, irrespective of a good and bad harvest, took about 11 rice bags (about 3 ton), which could serve 3 young man of good health per year.
If a bureaucrat with no other property lives on a official stipend only, it may have been enough to make a living during his service, but not enough to guarantee his living after retirement. That is to say, he must be in straitened circumstance on the whole. Therefore it seemed that most bureaucrats might have relied upon other rank land than an official stipend.
The official stipend was a source of income for bureaucrats with rank land, After abolition of Chikch nb p(職田法 : the system which distribute land to the present office only), it became the only recompense which was given by the government. With its governance system stabilized and centralized, Chos?n began to treat bureaucrats in different ways. The intention was for consolida -ting the bureaucratic system.
The matter of providing official stipend reflects well the standpoint of the state and show us the actual state of a bureaucrat’s life. Therefore, by analyzing the official stipend system, we can understand the principle of government management and its implementation, as well as the process of advancing more developed bureaucratic system.
