Gungye, who established its own regime in Cholwon, expanded its power to Paeseo region, subdued Wanggun family and moved its capital to Songak, present-day Gaesong. The main reason for relocation was to actively operate naval activities by making the place of fine sea traffic as its centre.
After making Songak as the strategic base for naval operation, the kingdom of Taebong undertook the conquest of Naju. After its occupation, Taebong introduced comprehensive measures to secure and rule dominating regions and to expand its territory. This was called the 'plan for securing the border regions and extend the boundaries'(안변척경책). This plan included the naval strategy in which the navy could be strongly managed and regime's objectives well achieved. Its contents were to construct Naju as the strategic headquarter for marine operations that could be a dire threat to Later Baekjae's rear areas, as well as to use Naju as a cornerstone to overtake sea power in the southwest seas, thereby ultimately preparing the military and economic foundation for unification of the Later Three Kingdoms.
Taebong made well use of the navy to undermine Later Baekjae's foreign diplomacy and controlling diverse sea powers, so that Taebong's navy became the sole master of the west coast. Simultaneously, Taebong eagerly mobilized its navy to secure war supplies and fmances for unification wars. The most famous of those 'war supplies' were salt and horses. At that time, salt and horses were produced in the coastal regions of the west sea and islands on the road to Naju. Taebong's navy took a leading part in securing and transporting these commodities to utilize them as sources of national finance and military supplies.
On grounds of naval strategy established since the Naju debouchment, Taebong seized control of sea power in the west sea and secured war resources from Naju and its neighboring island zones. This policy enabled Taebong to gradually build the stepping stone for the reunification. Such naval strategies and operations were productively succeeded to Koryo dynasty, which process generated the essential unification of the Later Three Kingdoms in Korean history.
