Unlike the early Chosun period, when the Waekwan was built in the Busanpo after Japanese Invasion, the port became the only place where the Japanese could be seen and they could trade with Korean people. The merchants who wanted to exchange with these foreigners flocked to Dongraebu where the port was in and the local residents were concentrated around the Waekwan. It was the place that Japanese could be gotten in touch with on a regular.
Dumopo-Waegwan was constructed in 1607. The fence which surrounded Waekwan was the only facility that separated the Japanese from the local residents. So two people could interact very easily despite the fact that Chosun government tried to tighten the control for Waekwan. The reason why the Waekwan was moved from Dumopo to Choryang in 1678 was the Dynasty's will to control the interacts.
There were many actions for the purpose by the government. The high wall was constructed around the building and the sign was put which informed a "no passing" zone to people. There was also a treaty which had contents to regulate the interact between two people. The Shulmoon was built to control the outskirts of the Whaekwan in 1709. Despite these efforts the local residents gathered to a degree making a village around the facility. Though government used an extreme method to suppress the exchange, like the burning the village, it continued.
It was the Buynmoonjeylmock that showed the surroundings of Whaekwan. The jeylmock was working guides that was distributed to locale officials or serviceperson who were in charge of the area after most of the policies to suppress the interactions were failed. According to this guide the minor officials also took part in those exchanges like the people who participated in the vigorous interactions around the Whaekwan despite the government's control.
