Fertility rate in Korea has been falling dramatically. Seoul is not exceptional. Low fertility rate has become a serious challenge to the society. The rapid fertility decline brought many social concerns including aging population with increasing burden of medical and pension resources for the elderly, a shortage of especially young worker and losing international competitiveness. Various policies have been developed in response to the social problem of low fertility rate and its impacts to the society.
This study reviews a range of indicators of the causal factors of fertility declines in Seoul including cultural, social and financial factors. In addition, the current status of low fertility-related policies and service provisions in Seoul is examined. The accountability and efficiency of policies and services related to the low fertility are analysed. This study also addresses various problems including limited targeting of the policy, limited range of the services and difficulties in accessibility of the services.
In order to understand the women’s experience on giving birth and raising children in Seoul, focus group interviews with married women are conducted. The group interviews identify the problem of limited access to childcare, heavy financial burden, difficulties in workplaces and inadequate as well as insufficient supporting services.
Based on the investigation and analyses from this study, policy recommendations are suggested in five areas.
?developing home-based child care services for the very young child (younger than 1 year-old)
?promoting supportive services for the parents of very young child
?expanding the role of children’s plaza
?developing community-based comprehensive service network
?developing family-friendly city environments
