The purpose of this study is to explore the policy strategies for expanding job opportunities for people with severe disabilities by reviewing their employment status and the difficulties faced by them.
We have reviewed the employment status of people with disabilities by analyzing the raw data from the National Registered Disabled Persons Status(Minister for Health, Welfare and Family Affairs) from 2001 to 2007, the National Survey of the Disabled Persons(Korea Institute for Health and Social Affairs) in 2005, the Economic Activities of the Panel of Employment for the Disabled(Korea Employment Promotion Agency for the Disabled: KEPAD) in 2008, the Employment Status Report in Business(KEPAD) from 2003 to 2007 and the Employment Information System of KEPAD in 2008. We have suggested policy implications through literature reviews and brainstorming sessions.
The analysis revealed that people with severe disabilities are more disadvantaged as compared to people with mild disabilities in the context of participation in economic activities and their employment status in qualitative and quantitative terms. Further, it is evident that enterprises that fulfilled their employment quota for people with disabilities tend to employ people with mild disabilities rather than people with severe disabilities. Hence, we have emphasized on certain policy initiatives and highlighted the responsibility of KEPAD to promote employment for people with severe disabilities.
We have suggested strategies to expand job opportunities for people with severe disabilities and improve their job security. These strategies are related to expanding fair job opportunities, improving their working condition by modifying jobs and environments at worksites, developing professional programs for people with severe disabilities and improving the service delivery system.
