The purpose of this study is to present the following alternatives after the abolition of the disability rating system. First, it is to prepare for a vocational ability assessment system those who are suffering from disabilities in economic activities.
Second, it introduces a delivery system effectively for the public employment services for the disabled,
In order to achieve theses objectives, for the first time, we focus on the criteria for assessing disability and pay attention to physical function damage from a medical perspective of it independent of an individual"s job performance ability. It have a low validity for predicting vocational abilities of disabled people. So, the criteria for evaluating employment services for the disabled are need to aimed at eliminating the label effects about disability rating system and providing user-oriented the public employment services considering characteristics of the disabled. In the process, the criteria for assessing employment services for the disabled are need to distinguishing and classifying targets for the public employment policies for the disabled.
Finally, to effectively introduce the criteria for assessing th public employment services for the disabled, it is suggested that the disability assessment committee should be operated together with the establishment of a database that can match the assessment result of the public employment services for the disabled and outcome of job analysis by the project department.
