This study is a measure for strategic development of Taekwondo instructors that has been discussed and researched using an approach for strategic management and development of the instructors based on the opinions of the field instructors. It aimed to suggest a plan to efficiently develop and manage current and future instructors through the existing HRD approach to educate, develop and manage human resources mainly in the military or business based on and conclude as follows. First, instructors has failed to work for a longtime due to the issue of difficulties finding eligible instructors with suitable capabilities and conflicts between the instructors who failed to get unsuitable treatment given the Taekwondo specialits’s capability. Second, many of the instructors participating in the research were newly employed with weak and improper capabilities. It is required to provide a strategic leadership training to nurture the specialists who can educate students with a forward looking attitude. Third, as to the need for TKHRD, the target was limited to the instructors at special places, the Taekwondo gym. Under the program, it is required to educate the instructors what will be applicable to the field by limiting the qualification of the Taekwondo gym instructors and issuing certificates as if issuing the widely-known license of Taekwondo instructors, and connect the education at the level of lifelong education based on continuous follow-up education.
