The municipal status of Incheon faced a change in the early 1930's, as it acquired significance as a strategic stronghold for the Japanese invasion into China. The newly-gained importance affected the expansion of administrative districts and urban planning of the city. In October, 1936, the project for expanding administrative districts in Incheon launched simultaneously with the start of town planning: the latter comprised building road networks and land readjustment. However, just like in many other cities in Korea during this time, the project in Incheon soon met a stumbling block, which was shortage in financing and materials due to the war. The urban planning managed to finish building several roads before 1940 and left the clearing of two lots in readjusted land unfinished. However, houses were built in these lots by the Choseon Housing Corporation in 1943. In 1938, the call for the district expansion in Incheon arose for the second time. The call was initiated with the intension to restore the artificially shrunken districts, as well as with practical necessity. Around 1940's, the industrial lots and housing plots were created according to the urban planning of the second district expansion in Incheon. This helped to promote Incheon as an industrial city, but the motive of this development was the colonialists' military ambition. During 1930's-1940's, the urban planning of Incheon suffered a chronic delays of construction and fell far behind the initial goal. On the other hand, the two times of expansion of districts and progress of some projects laid a groundwork for Incheon urban planning after the independence of Korea. Therefore, it can be called as a vestige of colonization in Incheon.
