The purpose of this study is to evaluate the level of toll on the PPP roads in Gyeonggi Province and to derive policy measures to manage tolls to the appropriate level. Tolls on public toll roads are determined on the basis of BYOB principle, fairness, reimbursement, and integrated taxation system. However, the tolls on PPP roads are determined on the basis of only one principle, reimbursement.
The toll levels of the three PPP roads (Ilsan Bridge, the third Gyeongin Expressway, Seosuwon~Uiwang Highway) under Gyeonggi Province jurisdiction were evaluated to be lower than those of other PPP roads. In order to reduce the toll on PPP roads, measures such as utilization of shared re-financing profit, extension of PPP period, partial shadow toll, restructuring business, corporate tax exemption, and application of zero tax rate were examined.
The level of toll on PPP roads controlled by Gyeonggi Province is slightly higher than that of public toll roads but it is not necessary to reduce the toll rate by using excessive means such as financial input. The restructuring of the business for the Ilsan Bridge, currently being promoted by Gyeonggi Province, needs to be expanded to the third Gyeongin Expressway as well as Seosuwon~Uiwang Highway.
