Taiwan (Republic of China) ranks sixth largest trading partner for South Korea. Mutual visits now exceed over one million by each side. While Taiwan remains a de facto regional state to be reckoned with, it maintains no official allies in the region. In the case of Korea, it has long exhibited the lack of strategic and historical perspectives toward Taiwan. After the breakup of ties in August 1992, Korea"s views toward Taiwan can be summed up as "underestimation" and "ignorance." While it partly reflects remarkable progress in Seoul-Beijing relations in the same period, it has failed to harness the changes--both temporal and spatial.
Taiwan"s strategic importance consists of four pillars: a) its geopolitical location, b) democratization, c) military and security factor, and d) a litmus test for the U.S. as security partner. The ROC, the first republic in Asia, has not only supported Korea"s provisional government and its independence movements but also provided war material during the Korean War.
Under the same "one-China policy" the U.S. harnesses its superpower status to maintain a variety of ties with Taiwan, including trade, security cooperation, arms sales, and mutual visits by ranking officials. This trend has been strengthened since the beginning of the Trump administration in 2017. Japan focuses on all sorts of economic and cultural exchanges with Taiwan. Taking advantage of its good image in Taiwan, Japan seems not to be tied up with formalities. The ten-member ASEAN shares a common goal of resisting China"s regional influence, and it is not unusual to see ministerial-level visits by ASEAN countries.
Under the "one-China policy" Korea can and should be able to pursue the highest level of unofficial contacts with Taiwan. In other words, it is necessary to take the liberal stance of "absolute gain" (i.e., China plus Taiwan) rather than the realpolitik one of "relative gain" (China〉 Taiwan). Finally, diverse patterns of relations with Taiwan by other states such as the U.S., Japan, and ASEAN, as shown in this study, will be a good guide for Korea"s own interests.
