Recently, IT-based ubiquitous technologies have been developing centrally u-Learning, u-Health, telematics, home-network, and M-banking etc. throughout our society. In 21st century industry, the development of convergence and complex industry is necessary to secure national competitiveness. To enhance competitiveness of our national industry in the global market, the law and regulations of our country must change to "Trend-setter model" from "the Catch-up model" to adjust to changing markets and new technology. In the future, a new paradigm for sustainable industry development of shifts to IT-based convergence technologies in high technology industries (for example, BT․NT․CT, etc). Accordingly, this thesis considers the law and regulations issues for the promoting IT-based converged technologies and industry expected to bring innovation technologies and industry. And the laws and system improvement plan for IT-based converged industry is divided into three plans. The first plan is to improve on a case-by-case basis by the existing state of things. It has the merit of the improve to speed and accuracy about law and regulations improved in certain technologies and industry sectors. The second plan is to create a synergy effect through the merging the sectors to similar functions in each technology and industry sector. And third plan is to enact the fundamental law or promotion law about converged technologies and industries. As mentioned above, while the present industrial policies about the converged technologies and industries is improved, forward hope that the law and regulation system will be more commensurate with convergence era.
