A plan of revitalization on the legislative power of the local assembly man-The focus on Seoul Metropolitan Council- Today, it is very important the legislative power of the council person to local self-government. But he is short of recognition on the importance of the ordinance, he does not have much legislation information. There is no comparison between a local government head's legislative proceedings and a council person's legislative proceedings. A local government head takes inhabitants' advices to make a ordinance from many equipments like all sorts of deliberate councils and legislation advance notice. But the council person does not have private assistant and the information of law. So the legislative power of a council person is weakened comparison with the legislative power of a local government head. Now Seoul Metropolitan Council points this problem, he makes a committee of the policy research council which gives policy information and law advices to council person. And Seoul Metropolitan Council emploies seventeen experts from various fields of industry to be adviser to a council person. According to statistics, the number of ordinance suggested by council person is not come to ten percent to the that of local government head. So it is positively necessary to reform council person's legislative proceedings. Before everything, local assembly man must recognize the importance of the ordinance, and local assembly has an independent organization to help legislative power of the council person. Besides a local assembly makes an efforts to come by professionals, and has many equipments which takes inhabitants' advices. It is very important the role of a council person in local self-government, so it is necessary to reform council person's legislative proceedings to development a local self-government
