The purpose of this study was to develop a measurement tool to assess high school student’s biological creativity. According to the inquiry process and the creativity factors, two batteries (Test A and Test B) of measurement tools were developed. These measurement tools consist of descriptive type assessments and were designed to assess the fluency, the flexibility, and the originality according to the inquiry process of identifying problems, formulating hypothesis, experimental design, and data interpretation. To prepare the instruments, we developed seven measurement tools first. A professor of biology education and eight biology educators examined their validity and two of them were finally accepted with high validity. Each test consists of seven items about the inquiry process factors. Three biology teachers’ validity checks showed that the control of variables item was 3.3 (5: very appropriate, 1: very inappropriate), but that the validity of total items was 4.19. The average values of inter-rater reliability (Kendall’s W) of a measurement tool A and B were 0.8 or more for the fluency, the flexibility, and the originality. These results indicated that the developed instruments had enough validity and reliability to assess biological creativity.
