The study aims to analyze the effect of social capital, which is one of important factors in the development of modern society, on the public service satisfaction, and then to compare the differences between Korea and China, and public officers and citizen. To this end, we analyzed the survey conducted during year 2017 on 137 public officials and 310 citizen in two districts of Seongnam city in Korea, and 351 public officials and 375 citizen of Jinan city in China. The results of the study are as follows.
First, With the exception of participation in social capital on administrative services, there was a significant positive influence of trust, participation and norms among social service on the satisfaction of all areas of public service. Second, the moderating effects showed that the higher the norm in economic opportunities and education culture, and participation in administrative services, the higher the satisfaction level of Korea than that of China. Third, when analyzing the moderating effects of public officers and citizen, there was a significant negative effect only in the economic opportunity. In other words, as norm among social capital increases, public officials" satisfaction of economic opportunities grows faster than that of citizen.
