This paper aims to analyze the process of the formation of the “Imperial Defense Policy” and the characteristics of the transformation process prewar, and to clarify the form of its revival into Japanese society after the war. With the Russo-Japanese War, Japan judged that it had became a member of the international society, and had joined the global ranks of empires. In the process, the 「Imperial Defense Policy」 was finalized. The Imperial Defense Policy was led by Yamagata. That is, the topics of power and benefits were emphasized within the Imperial Defense Policy. The transition was based on relying on the powers of the Empire through the Russo-Japanese War, and attempting to reorganize the geopolitics while pursuing the transition of leadership due to the global fight for supremacy. The epistemic basis was fundamentally based on the 「international affairs-awareness of crisis, 「defined enemy」 and 「peace of the East」 and developed within these frames. Afterwards, the Imperial Defense Policy was revised three times, and during the final revision, the Defense Policy followed the same lines with the Greater East Asian Ideology, and supported the war. As such, Japan after the war faced a new start with the 「democracy and peace」 that was 「developed」, or provided, by the United States in the West. Japan started to develop a defense plan under the protection of the U.S.-Japan Security Treaty. It started as 「exclusive defense」 which was also 「passive defense」 that corresponded to the concept of 「domestic defense」 during the prewar days. However, Japan attempted to make a transition to 「dynamic defense」 after 2010, and eventually changed the paradigm with active and offensive reasoning. The potential enemies include China, North Korea and Russia, and Japan is establishing plans to besiege those countries. Despite the sporadic differences before and after the war, the awareness is fundamentally identical. The terminus ad quem is the concept of the 「corridor」 from the Free and Open Indo-Pacific(FOIP) of the Public Diploma, and also rewriting the Imperial Defense Policy. It is the concept of 「globalization=corridor imperialization.」 It is also geopolitical management, and a variation based on the Imperial Defense Policy. Now, the unfamiliar Imperial Defense Policy has shown its goals to expand power to realize the desires of Imperialism under the universal cliche of peace. In addition, with Reiwa as the new Emperor, Japan integrated the tradition=newness of Japan-centrism to develop the variant Japan-centrism through the reorganization of 「corridor=limited area」 under the mask of universalism.
