The historical record called Diplomatic Notes between Two Regions(『兩界照會』) which I would like to introduce here, was prepared by the provincial government of Joseon, Yoon Byung-gwan(尹秉寬. 1848-1903) while he was in office from August 1890 to May 1892, as Jongseong Dohobusa(鍾城都護府使) in North Hamgyeong Province(咸鏡北道). Most of the contents consist of inquiries that were officially exchanged with the Commerce Bureau of Hwaryongyok(和龍峪商務總局) or the Honchun budotongamun(琿春副都統衙門) on the north side of the Tuman River, and letters exchanged with each other.
Since the period covered by this historical data is after the promulgation of various Qing-Korean commercial treaties(貿易章程) between the Joseon Dynasty and the Qing Goverment, various issues reflecting the bilateral relations stipulated by these commercial treaties are presented. I think it shows the transition phase well. In particular, as a border dispute between the two countries was in progress, the behavior of Koreans and Chinese people crossing the border clearly reveals the region’s so-called ‘borderland’.
Of particular note are the Koreans who acquired the nationality as Chinese, who migrated to the north of the Tuman River(豆滿江) but emerged as the core of the conflict between the two countries due to frequent traffic and relations with Joseon. As Yun Byung-gwan actively attempted to overcome the crisis of the borderland where conflicts created by such confusion became common confusion, the attitude of the local government of Joseon was different from before.
