This paper reviews the characters and aims of technical education which have been reformed in order to meet the changes of industrial structure and economic policies in the process of industrialization in Korea since 1962. And then, it brings up and diagnoses the immediate problems connected with technical education such as the structure of industrial manpower, technical education expected by industrial firms, economic scale and technical education, and consideration of a certificate of technical qualification. Finally, on the basis of those mentioned above, and as a part of the diversification of characters of technical high school education and the flexible operation of educational system, it proposes that the roles between technical high schools and enterprises should be divided and cooperated as follows: Technical high School 1) Technical high school education should be diversified so that it can be characterized by society, school, and course. 2) The existing school system should be replaced by the plural system in which short-term special courses(1 or 2 years) are attached to 3 year regular system. Enterprises 1) Each enterprise should employ technical manpower educated in those schools or courses which are appropriate to it`s characteristic and needs. 2) Each enterprise should take charge of OJT suitable for it`s purpose, characteristics, technological level, and productional system.
