The main purpose of this paper is to review the 「2+1 system」 which has been administered as a part of the 『New Five year(1993 to 1997) Economic Development plan』to reorganize overall system of technical man power development, and has been implemented by School-Industry cooperation. This paper also reviews the reforming plan of technical education in view of technical educational system and the 「2+1 system」. The main contents consist of the analysis of structural weakness, the present conditions and problems of technical high school education, and flexible implementation of the 「2+1 system」 to the existing technical high school education. Based on results of this study, the following suggestions were made as sterategies for succeeding the 「2+1 system」 which can be recognized as one way of enhancing technical high school education and pursuing diversification of its characteristics; 1) Every legal settlement and supporting system should be made as planned, so that the cooperative industrial firms could satisfy conditions for the industrial field education and training 2) For successful establishment of the 「2+1 system」, it is desirable that the system would be sxpanded by stages after examing and revising the results of the operation of model school. 3) It is desirable that when considering application of the 「2+1 system」, an individual Technical high schools autonomous selection and responsible operation of it should be lead and supported by way of leading to competitive relation to operation of the existing Technical high school curriculum. 4) The tasks of cultivating excellent Technical manpower and enhancing existing technical education should be accomplished by diversification of technical education system and flexible implementation of overall educational system.
