Because of the advent of IT & Information technology, we can not manage to deal with the technology with the existing data management system and thus eventually a new type of approach is inevitable. Of course, this is because the development of IT technology caused to the amplification of the amount of data. And “Big data” has appeared as a result of this event. Big data is expected to provide a effective way to evade the danger such as natural disaster and to discover new perspectives on social phenomena. Thus, it is reasonable to consider that big data could eventually be an innovative means to pave the way for not only social and public sectors but also for private companies encountering many difficulties. As mentioned, there is, of course, ample possibility of effective use of Big Date for the sake of disaster prevention and its response. However, it is also true that there are concerns about infringement on personal information because of the usage of Big Data. In other words, it is true that there can be the situation that the interest – use of personal information and other interest – the protection of personal information collide each other due to the usage of big data. The European Union, too, has already begun to enact its own legislation concerning the use of information. In particular, the legislation focused on the disclosure of public information and focused on the use of the information. With the advent of new information types such as big data, however, European Union should consider the effectiveness of regulation in earnest, and will eventually enact a new legislation for the sake the regulation of personal information. In other words, the emergence of big data is based on the premise of large-scale use of information, and accordingly the GDPR is preparing for such a situation, given that it is true that the possibility of personal information infringement is also amplified. We can refer to the direction of information regulation in the level of EU due to the fact that we have also focused on using information. Considering the emergence of big data in our society, the experience of the European Union regarding the regulation of Big Data of EU can be an important reference to us. After all, with the advent of big data, we should establish new law for effective usage of Big Data, but we should effectively secure areas for the protection of personal information(Privacy) at the same time. In that sense, we are to consider the establishment of new rules for balancing between information utilization and information protection. In this regard, the government should also actively consider policy measures such as establishing concerned facilities and curriculum for Big Data education.
