The purpose of this paper is to examine strong points of Imabari shipbuilding and Ehime Imabari shipowners on the recovering process of Japanese shipbuilding industry. As a case study, we focus on the collaboration in Japanese maritime cluster, such as mid-small size shipbuilding companies, shipowners, shipboard industry, financing and government policy. Imabari shipbuilding, which is mid-size shipbuilding company, took advantage of the restructuring of the Japanese shipbuilding industry. While concentrating on the bulk ships, Imabari is improving its ability to develop technologies for cost-competitive ships and to build LNG ship or large containers through alliances with large corporations. In addition, a maritime cluster enhances to strengthen the structure of cooperation between related industries, thereby enabling the production of various large ships. The presence of Ehime Imabari shipowners also played a role in the growth of the Imabari shipbuilding. Korea's accumulated deficit with small-mid size shipbuilders has deepened since the global financial crisis. Nowadays, they are being in the process of restructuring, such as withdrawing or selling their business. It is necessary to designate the small-mid size ship for the small-mid size shipbuilders through a government-led restructuring. Also Korean government should prepare policies and provide financial support to operate the shipbuilders.
