The present research draws an adoption and a rejection of the preparation and prevention of child abuses in the Korean society, by examining those in Japan. First, the matriarchal way is desirable for Japanese Child and Family Care Center’s program. However, neither expanding nor converting the care and the education towards a paternal way and adopting such method to Korean policy follows the Japanese problem of education absence in paternal one. Second, aspects of details in Korean and Japanese child abuses are different from one another by generations. Therefore, preparation and prevention of child abuses must be studied independently. Third, from a socio-cultural point of view, the possibility of child abuses increases when physical punishments are allowed culturally, values and norms in violence being absent, a child not respected culturally, or perception of a child being possessed by his/her parents. These socio-cultural contents are common features for both Korean and Japanese societies. Therefore, the above notion implies that both countries need to develop a preparation plan as mutual lessons.
