The goal of this study was to present a comprehensive plan for revitalizing the fishing industry to promote marine leisure sports, which will allow expansion of fishing activities in marine leisure sports and legal, institutional, and relevant development in support of the expansion. To achieve this goal effectively, literature review was performed to analyze actual status of participation in fishing activities, policies and legislation on fishing, and the actual state of the fishing industry and review the problems and improvements of the fishing industry; on this basis, a comprehensive plan for revitalizing the fishing industry to promote marine leisure sports can be presented as follows: First, it is necessary to integrate the functions of the fishing-related ministries with the objective of increasing efficiency and safety in the fishing-related organizations. Second, it is necessary to build a facility-program-leader-safety management system with the aim of expanding participation in fishing activities among the people. Third, it is necessary to cultivate fishing professionals through collaboration between regions and colleges. Fourth, it is necessary to actively increase establishment of ordinances related to fishing promotion both at the municipal and provincial levels and at the level of cities, counties, and districts in pursuit of continuous fishing development. Fifth, it is necessary to make changes to choose fishing facilities as designated sports clubs and make a plan to use them constructively.
